The industrial sector, it is generally agreed is a key engine of growth in the development process. Virtually all cases of high, rapid, and sustained economic growth in modern economic development have been associated with industrialisation, in particular growth in manufacturing production. The overall employment scenario in the recent past had been quite depressing. The employment policy must provide both fuller and more productive employment. For this, it must aim at higher levels of production through a proper combination of large volume of employment and higher labour productivity. Rising inequality and stagnating investment growth both in public and corporate sectors seem to contribute in recent employment growth. About 70% of the households belonged to rural Haryana and accounted for nearly 72% of the total population.
