The overall employment scenario in the recent past had been quite depressing. The employment policy must provide both fuller and more productive employment. For this, it must aim at higher levels of production through a proper combination of large volume of employment and higher labour productivity. Rising inequality and stagnating investment growth both in public and corporate sectors seem to contribute in recent employment growth.
